Hong Kong's Legislative Council serves as a mini parliament with the mandate to create and amend legislation for the region. However, polls for this assembly have seen a sharp reduction in genuine political alternatives amid major political changes in the last decade.
Subsequent to the transfer of sovereignty in 1997, a model of a dual-system arrangement was promised, guaranteeing that Hong Kong would keep a measure of autonomy. Over time, analysts argue that democratic rights have been systematically curtailed.
Major Milestones and Reforms
In 2014, a proposal was put forward that aimed to allow residents to vote for the Chief Executive. Importantly, the selection was confined to nominees sanctioned by Beijing.
The year 2019 was marked by widespread protests, which featured an event where demonstrators accessed the legislative complex to demonstrate against a contentious extradition bill.
The Consequence of the NSL
Enacted in 2020, the NSL handed unprecedented powers to the mainland over Hong Kong's internal matters. Acts such as collusion were outlawed. Following this law, all significant political group ceased operations.
The Current Electoral Framework
LegCo elections are viewed as Hong Kong's key electoral exercise. Nevertheless, laws enacted in the past few years now guarantee that only candidates deemed pro-establishment are permitted to run for office.
- Distribution of Seats: At present, only 20 out of 90 seats are directly elected.
- The Majority: The majority are appointed by a pro-establishment committee.
- Code of Conduct: Additionally drafted requirements would compel legislators to unequivocally back Beijing's jurisdiction.
Public Response
With other avenues for dissent now restricted, voter abstention has been seen as one of the remaining safe ways for residents to register discontent. This has led to historically low electoral engagement in subsequent LegCo elections.
